Mr. Ali Ibrahim Mohammad is Chairman of the Board of Directors at Amlak Finance PJSC, a position he has held since April 2015. He was Vice Chairman of Board of Directors at Amlak from March 2007 till March 2015 and served as a Member of Board of Directors from March 2004 till March 2007. Additionally, he is Board Member of Emaar Industries and Investment; Managing Director, Emcredit; and Board Member of Emirates Collection Company and Al Nasr Sport Club. Earlier, he was also Board Member of Dubai Financial Market, Member of the Supreme Insurance Committee and Chairman of Emaar Financial Brokerage, and Member of Commercial Agencies Committee.
Mr. Ali has held the position of Deputy Director General for Executive Affairs at the Dubai Economic Department from 2003 to 2010 and Deputy Director General for Planning & Development Affairs at Dubai Economic Department since 2010. He served as Director of Business Registration Division at the same organization from 1997 to 2003 and Director of Planning & Studies Division from 1993 to 1997. Mr. Ali participated in the working groups, which prepared Dubai Strategic Plan 2007-2015, and also supervised DED’s working team, which updated the economic plan 2013 -2015.
Mr. Ali began his career at the UAE Central Bank as Senior Statistician in the Monetary & Banking Statistics Section in 1983 and was appointed Head of Monetary Statistics Section in 1984. He served as Director Assistance of Research & Statistics Division from 1987 to 1993.
A UAE national, Mr. Ali holds a Bachelor’s degree in Management and in English from UAE University and is fluent in Arabic and English.
Mr. Essamuddin Galadari is the Director for Real Estate at ICD (2013 onwards). He oversees and manages all real estate development projects under ICD. He has 28 years of relevant experience in the construction and development industry, with 19 years spent in senior management positions.
During his tenure with Emaar Properties between 2000 and 2013 Mr. Essam held many leadership positions including CEO of Emaar Properties, Managing Director of Emaar Bawadi, and Managing Director of Emaar International. His contribution was instrumental in finalizing major projects such as Dubai Mall and Burj Khalifa during the global financial crisis. Mr. Essam was responsible for expanding the business into 11 countries in Asia and North Africa. In addition, he served on the Board of Directors of several Emaar companies.
Mr. Essam began his career in 1986 as a Projects Manager at Dubai Municipality, (1986 – 2000) where he worked on infrastructure development projects that assisted Dubai in becoming a global city. He was later on promoted to Head of General Projects Section, and later to Head of Roads Construction.
He is currently an active member of several professional associations including the U.A.E. Society of Engineers and the Institution of Civil Engineering in the United Kingdom.
Mr. Essam received his Civil Engineering degree from the Polytechnic of Wales and holds a Postgraduate Diploma in Structural Engineering from the University of Southampton, United Kingdom.
Mr. Saleh Saeed Lootah has been Member of the Board of Directors at Amlak Finance PJSC since March 2004. He is also Executive Director of the SS Lootah Group, Member of the Executive Committee of the Dubai Economic Council, Member of the Board of Directors of Taaleem, Member of the Board of Trustees of Dubai Medical College for Girls and Member of the Board of Directors of Amlak International, Riyadh, KSA.
Mr. Lootah is the Founding Principal of Saleh Saeed Lootah Holding, a venture capital firm based in Dubai, UAE with interests in Islamic Financing, Energy, Real Estate, Insurance and Re-insurance, Takaful, Logistics and Healthcare.
He served as Member of the Board of Directors of Dubai Islamic Bank for a period from 1996 to 2011 where he chaired the Board Credit Committee for five years. He also served as Vice Chairman of the Board of Directors & Chairman of Audit Committee of Awqaf & Minors Affairs Foundation for a period from 2008 to March 2013.
He is a Graduate in Islamic Banking from the Islamic School for Training & Education, Dubai as well as Alumni of IMD Switzerland and Harvard Business School.
Mr. Farooq Mahmood Arjomand is a Founding Member of the Board of Directors at Amlak Finance PJSC since 2003. In addition, he is Founding Member of the Board of Directors of Emaar Properties PJSC and Chairman of the Arjomand Group a conglomerate with interests in 15 industries and offices in Europe, the Far East and the GCC countries.
Mr. Arjomand began his career as a banker with HSBC in 1984 where he gained experience across a number of functions such as customer service, private banking, corporate finance, trade services and investment banking. At the end of his 20 year service with HSBC, he was chosen as Founding Member of the Board of Directors of Amlak Finance and of Emaar Properties.
A UAE national born in 1959 in Dubai, he graduated in Business Management from the Seattle Pacific University, Washington.
Mr. Hesham Abdulla Al Qassim is the Chief Executive Officer for Wasl Asset Management Group and is responsible for leading the organisation’s transformation into a world-class asset management company. He is also the Deputy Chairman of Emirates NBD Bank PJSC, the Chairman of Emirates Islamic, one of the leading Islamic banks in the region and Emirates NBD Egypt; both are subsidiaries of Emirates NBD PJSC.
Mr. Al Qassim’s leadership role at Wasl has seen him spearhead asset management, real estate, hospitality and project development. This portfolio of achievement, combined with a wealth of financial sector experience from over 17 years in the banking industry, makes him one of the most experienced CEOs in the region.
Under Mr. Al Qassim’s stewardship, Wasl has achieved remarkable success in the management and ownership of large-scale real estate projects undertaken for the government of Dubai. He was responsible for restructuring and developing a clear mechanism for the Group’s provision of high quality services, which included operating three key subsidiaries; wasl properties, wasl hospitality and leisure and dubai golf.
Mr. Al Qassim’s current Chairmanship roles at Emirates NBD, Emirates Islamic and Emirates NBD Egypt reflect his prominent role in shaping the future direction of these prestigious institutions. His senior level financial experience includes a period as General Manager at the National Bank of Dubai where his introduction of new strategies and innovations led the bank to become a leading financial institution in the UAE.
Mr. Al Qassim’s other board memberships include Dubai International Financial Centre (DIFC) Authority, Emirates Telecommunications Corporation (Etisalat), DIFC Investments LLC., National General Insurance Co., and Emirates Institute for Banking and Financial Studies (EIBFS), as well as the International Humanitarian City. His professional and vocational qualifications include a Bachelor’s Degree in Banking and Finance and a Master’s Degree in International Business Management and in Executive Leadership Development.
Major General Ahmad Hamdan Bin Dalmook has been a Member of the Board of Directors, Vice Chairman of the Audit Committee, and a Member of the Zakat Committee, at Amlak Finance PJSC, since March 2007. He is also Director General, Department of Training at Dubai Police.
Between the year 1999 and 2001, His Excellency, Major General, Bin Dalmook, held several leadership positions, including Deputy Director of the Gen. Dept. of Planning and Development; Deputy General Director, General Department of Administrative Affairs; Deputy Director, Gen. Dept. of Moral Guidance; Director, Gen. Dept. of E-Services, and Director; Institute for Security and Management. In 2011, he was appointed Director of Gen. Dept. of Training, Dubai Police.
Major General Bin Dalmook is a member of several committees and societies that work for social, technological, and educational development. These include Dubai Appreciation Award for Community Service, Hamdan Bin Mohammed S-University, Higher Committee for Projects and New Technologies, Executive Team of e-Government, Supreme Committee for Drafting Federal Standard Electronic Traffic Rules, Higher Committee for Naturalization and Residency, and Scientific Council of Dubai Police, and Board Member of Dubai Police Academy.
He holds an MBA from the University of New Hampshire, Bachelor’s degree in Computer Science and Administrative Systems from the University of Pacific Lutheran, Washington, and Diploma in Police Sciences from Dubai Police Academy and Diploma in Leadership Development from Dubai School of Government that he achieved in 2007.
Mr. Arif Alharmi is the Managing Director and Chief Executive Officer of Amlak Finance PJSC, a position he has held since May 2007. Under Mr. Arif’s leadership, Amlak underwent an organizational transformation that saw it focusing on its core real estate financing operations and developing an enhanced corporate governance framework. Mr. Arif also led Amlak’s financial restructuring, which was successfully completed in November 2014.
With over 20 years of regional experience with leading banking and financial institutions, including HSBC Bank Middle East, ABN AMRO Bank and Dubai Islamic Bank. Mr. Arif holds a number of board and executive positions with a number of institutions in the UAE and the region. Currently, he is the Chairman of Emaar Industries & Investments, Chairman of Amlak Finance & Real Estate Investment in Egypt and Vice Chairman of TECOM Investments.
Given Mr. Arif’s drive for excellence, Amlak has won a number of prestigious awards including; “Restructuring Deal of The Year 2014”, “Innovation in Islamic Finance”, “Best Sharia Compliant Property Finance Company”, “Best Islamic Finance CSR Company UAE”, and “Dubai Chamber CSR Label 2015”. He was also rewarded with the “CEO of the Year” award in both years 2008 and 2015.
Mr. Arif holds a Master’s degree in International Business from the University of Wollongong, Dubai.
